Steps to create a program in MS Project Desktop for MS Project Server:

  1. Open MS Project Desktop.

  3. Click the "Project" item in the top menu.
  4. Click the "Subproject" in the "Insert" block.
  5. Select the project and click the "Insert" button.
  6. Click the "File" item in the top menu.
  7. Click the "Save" item in the left menu.
