Steps to build team from enterprise in MS Project Server:

1. Open MS Project Server.
2. Click the "Projects" item in the left menu.
3. Click the project name.
4. Click the "PROJECT" item in the top menu.
5. Click the "Build Team" button in the "Navigate" block.
6. To add new resource:
   1. Choose the enterprise resource in the left block.
   2. Click the "Add >" button.
7. To remove the enterprise resource from project plan:
   1. Select the local resource in the right block.
   2. Click the "< Remove" button.
8. To replace the local resource:
   1. Choose the enterprise resource in the left block.
   2. Select the local resource in the right block.
   3. Click the "Replace >" button.
9. To match resources:
   1. Choose the local resource in the right block.
   2. Click the "< Match" button.
10. To change view select it in the "View:" field. (Read more "Using the view in MS Project Server")
11. To set up the filter select the filter in the "Filter" filed. (Read more "Using the view in MS Project Server")
12. To set up the group select it the group the "Group" filed. (Read more "Using the view in MS Project Server")
13. You can export the enterprise resources list click the "Export o Excel" button.
14. You can print the enterprise resources list click the "Print" button.
15. You can show the enterprise resources assignments click the "Resource Assigments" button.
16. You can analyze the enterprise resources assignments click the "Capacity Planning" button.
17. To save click the "Save & Close" button in the "Team" block.
18. To close click the "Close" button in the "Team" block.
